I fail to see how shooting mass amounts of paintballs at an individual is considered "safer".  There is no difference between this and some trigger happy 30+ bps electro wielder.

You want safer?  Give everyone a semi.  Better yet, a pump so people will actually learn how to pick and take their shots instead of hosing down the target until they get a hit.

I see no better way to discourage a new player from returning then repeatedly shooting them all at once with a cluster shot of paintballs.

I wasn't meaning that it was aimed at one person. Second, I was just trying to say that an M203 was better suited for something like that because it's all contained in the shells. I was speaking from the standpoint of the user. Nothing more as it was something interesting I found that got blown out of proportion.

You only started saying this once it was pointed out how unsafe, inappropriate and irresponsible it is.  A thunder grenade shoots four .68 paintballs, not 15-20 at once like you're suggesting with the Havoc

Yeah 30+ bps electros are great from the user's standpoint as well.  You're not thinking about the person on the receiving end.
