I honestly don't think the refs care about burst or full auto modes as long as you aren't overshooting everyone to death.

The rule is there to prevent jacka$$ery/stupid stuff. If someone uses it once and a while responsibly, it wont cause problems. If you go around lighting up little kids all the time while ramping, there will be problems.

The way I know the rule is this:
-Electros: Semi ONLY. And keep the ROF reasonable. This isn't some NPPL/XBall/PSP tourny, it's woodsball/scenario
-RTs: allowed if the ROF is kept down. Think slightly faster than a normal mech, not quite as fast as an electro
As for the EMag in the vid, if the refs had known or if someone had complained, I'm sure he would have been asked to switch to mech or electro mode. Hybrid isn't allowed, or at least shouldn't be.
Just keep it reasonable is all they ask.
